By-Laws

The constitution and by-laws of the Greater Kansas City USBC Association govern membership, board conduct, tournaments, and committee operations.

The Greater KC USBC Association operates under the USBC national by-laws template (opens in a new tab) (most recent national revision: August 1, 2024), with association-specific provisions adopted by the board and ratified by the membership at the Annual Meeting.

Adopted amendments — Article V

Both amendments below concern Article V — Board of Directors — Management and were adopted by the membership at the 2025 Annual Meeting. They are part of the association’s by-laws of record. The linked documents are the proposal forms as presented to the membership; the adopted text is incorporated into the association’s by-laws of record, available from the association office.

Amendment 1

Article V — Section B. Eligibility

Rule before amendment: A candidate for the board (elected or appointed) must be: 1. Adult. ... Additional eligibility requirements, if any are to be approved by the board, adult members and youth representatives.
Adopted addition: Add — The number of terms an officer may serve will be no more than 2 consecutive elected terms.
Section as amended: A candidate for the board (elected or appointed) must be: 1. Adult. ... Additional eligibility requirements, if any are to be approved by the board, adult members and youth representatives. The number of terms an officer may serve will be no more than 2 consecutive elected terms.
Reason: The number of consecutive terms an officer may run has never been clarified in writing. It's been believed to be 2 consecutive terms and/or 3 terms total, which is not the case. An officer can run multiple times; we would like to put the limit in writing.

Amendment 2

Article V — Section D. Term

Rule before amendment: The term for Directors is 2 years. The number of years in a term, the number of terms allowed, and a stagger system are determined by the board, adult members and youth representatives.
Adopted addition: Add — President and Sgt at Arms even years, Vice President odd years.
Section as amended: The term for Directors is 2 years. The number of years in a term, the number of terms allowed, and a stagger system are determined by the board, adult members and youth representatives. President and Sgt at Arms even years, Vice President odd years.
Reason: In the newest version of the National By-Laws (August 1, 2024), the stagger system was added as a fillable section, and we have never clarified the stagger — it has always just been assumed.

How amendments are adopted

Proposed amendments are circulated to the membership in advance of the Annual Meeting. At the meeting, elected delegates vote on each proposal. Adopted amendments take effect per the motion and are submitted to USBC national for incorporation into the association’s by-laws of record.
